HAVEL & PARTNERS Prepared Planning Agreement for the Revoluční 30 Development Project

14. 10. 2026

The team at HAVEL & PARTNERS provided legal advice to the Prague 1 Municipal District in connection with the preparation and negotiation of a planning agreement with RSJ Investments for the Revoluční 30 development project. The project envisages the construction of an innovative “levitating” residential building together with a new public passageway linking Revoluční Street in Prague with the area surrounding the New Mill Water Tower.

Legal advice was provided by a team comprising partner František Korbel, managing associate Tomáš Kalenský, and junior associate Tereza Žůrková.

The Revoluční 30 project, prepared by RSJ Investments, involves the completion of a prominent corner site on Revoluční Street at the gateway to Prague’s historic centre. Under the approved planning agreement, the investor committed not only to making a financial contribution, but also to including a publicly accessible, barrier-free passageway in the investment project. In addition, the municipal district will receive financial consideration exceeding CZK 6 million.

The planning agreement was concluded under the Principles of Investor Participation in the Territorial Development of the Prague 1 Municipal District, which had previously been prepared by HAVEL & PARTNERS for the municipal district, together with a model planning agreement and rules for calculating investor contributions.

HAVEL & PARTNERS has long provided legal support to the Capital City of Prague and its municipal districts in establishing frameworks for cooperation with private investors and in the preparation and negotiation of planning agreements for major development projects. In addition to the Revoluční 30 project, the firm has advised on a number of significant developments, including the strategic Florenc 21 site, the Na Jelenách development in Prague 11, and a new urban district planned on the former Howden ČKD site near the Českomoravská metro station.
