Tereza Žůrková specialises in public sector law, with a particular focus on real estate, construction, and development. Her practice focuses on cooperation between municipalities and developers, as well as administrative and court proceedings related to the preparation and implementation of construction projects.
In the area of public-private sector cooperation, she provides legal advice on matters relating to relationships between municipalities and developers, in particular with respect to planning agreements and contributions associated with construction. Tereza has extensive experience negotiating planning agreements and cooperation agreements between municipalities and investors. She has also been involved in the preparation and updating of investor cooperation policies for major Czech municipalities and cities, including the City of Prague, and the development of other methodological and guidance materials in this field.
In construction law, Tereza focuses on administrative proceedings and litigation matters related to the preparation and implementation of development, commercial, and other major construction projects. She represents clients in permitting procedures, provides legal advice in dealings with building authorities and other administrative bodies, and prepares legal opinions on issues arising at various stages of construction. Her practice also encompasses related areas of law, particularly environmental and energy law. In addition, she advises clients on land-use planning matters.
Alongside her legal practice, Tereza is actively engaged in lecturing and publishing. Her professional expertise includes construction law, land-use planning, planning agreements, and the legal aspects of cooperation between municipalities and investors.
Prior to joining HAVEL & PARTNERS, she worked at both Czech and international law firms in Prague, where she focused primarily on civil litigation and public law regulation, with particular emphasis on construction, energy and environmental law, as well as expropriation matters.
