Florenc 21: HAVEL & PARTNERS Negotiates Planning Agreements for Strategic Site in Central Prague

HAVEL & PARTNERS has provided legal advice to the Capital City of Prague in preparing and negotiating planning agreements with the investor for the Florenc 21 project. The project involves the strategic redevelopment of a large brownfield site in the heart of the capital, located between Masaryk Railway Station and the Prague-Florenc bus terminal. It also marks one of the first major cases where Prague will apply the new concept of planning agreements introduced under the Building Act.

The legal advisory team was led by partner František Korbel and included managing associate Tomáš Kalenský and associates Petra Gabrhelová and Pavlína Makulová. Given the size of the territory, two separate planning agreements were prepared – one for the municipal district of Prague 1 and another for the municipal district of Prague 8.

“Florenc 21 demonstrates that planning agreements under the new Building Act are a functional and transparent tool. They enable municipalities to raise funding for public infrastructure while clearly defining territorial development parameters,” said František Korbel, partner at HAVEL & PARTNERS.

Based on these agreements, the Prague City Assembly approved changes to the zoning plan in June 2025, paving the way for the project’s implementation.

Under the agreements, the investor undertook to performance totalling approximately CZK 304 million. In addition to financial contributions, undertakings include building a kindergarten for Prague 8, transferring ten residential units to the city’s housing stock, and non-financial performance such as delivering infrastructure, public art installations, and related urban studies. The agreements also regulate key construction parameters, including gross floor area capacity, height limits, and a minimum 40% share representing residential use. The project was coordinated with the planned relocation of the Prague-Florenc bus terminal.

HAVEL & PARTNERS has long supported municipalities and municipal districts in structuring cooperation with investors, including drafting guidelines and negotiating planning agreements for specific projects.
